PANAMA CITY — Ladies and gents clad in traditional dirndl and lederhosen were as much a draw this Oktoberfest in Panama City as any other year. And the prost went to the thousands of families that patronized businesses downtown on the first weekend free of state-mandated pandemic restrictions.
